TYPHOON LAWIN (Haima) was detected at the Philippine Area of Responsibility (PAR) on 18 Oct 2016, with sustained winds of up to 185 kph near the center and gustiness of up to 230 kph. The forecast diection was West to Northwest. It was projected to make landfall over Northern Luzon affecting the Regions of CAR, I, II, III, IV-A and V. Prior to entering PAR, Pre- Disaster Risk Assessment (PDRA) meetings were conducted. The Response Cluster (RC) was also activated for the preparedness and prepositioning of disaster response efforts. The NDRRMC Operations Center was on Red Alert Status to monitor the situation 24 hours.

At 1400H, 19 Oct 2016, TY LAWIN further intensified into a Super Typhoon with a strength of 255 kph maximum sustained winds and gustiness of 315 kph. The Response Pillar initialized the Con Plan Eagle Claw at 2230H. An initial planning session was conducted to mobilize the necessary resources in anticipation of the Typhoon’s landfall. Three Aircrafts were prepositioned to bring food and non-food items, including emergency telecoms equipment.20, Oct 2016
TY Lawin made its landfall in Penablanca, Cagayan at 2355H on 20 Oct 2016, then it crossed the provinces of Apayao and Ilocos Norte with a recorded maximum sustained winds of 185 kph and gustiness up to 230 kph. (For the complete details please read the Severe Weather Bulletin below.)
Reports from the field recorded that a total of 132 municipalities were affected. A population of 24,699 families or 104,242 individuals were exposed while 10,606 families or 40,515 individuals were evacuated. (For the complete details please read the Situation Reports below.)
At 0800H, Typhoon Lawin, was located 40 km Northwest of Laoag City, Ilocos Norte it slightly weakened with maximum sustained winds of 185 kph and gustiness of 230 kph.
The RACERS Team conducted a rapid assessment of the road networks connecting the typhoon hit provinces at 0900H. Eighty Seven road sections and 19 bridges were reported not passable in all affected regions.
The typhoon continued to weaken at 1100H. It was located away from the land mass at 100 km West Northwest of Laoag City, Ilocos Norte. It still recorded a maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph. The response cluster meeting was called for to provide updates and contingency plan for the response operations.

DSWD Secretary Judy Taguiwalo, together with NDRRMC Undersecretary Ricardo Jalad, conducted an ocular inspection to the affected areas. NDRRMC Disaster Operations Caravan arrived in Regions 1 at 1400H and CAR at 2100H on 21 Oct 2016. 22 Oct 2016 The Damaged houses reached at 46 257. Power interruption was experienced in 134 cities and municipalities.22 Oct 2016
For the Fifth time, the response cluster convened at 0300H to discuss the on-going response operations and give a brief situation on the damages at the ground zero. The meeting was headed by Defense Secretary Delfin Lorenzana together with Social Welfare Under Secretary Vilma Cabrera.23 Oct 2016
