SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "PERLA" was estimated based on all available data at 910 km East of Tuguegarao City, Cagayan (18.1 °N, 130.3 °E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving West at 10 km/h. Northeasterly Surface Windflow prevailing over Luzon.
