Southwest Monsoon  affecting the western section of Luzon.   Meanwhile, at  3:00 AM today, the eye  of  Typhoon  SOULIK  was located based on all available data at  1,360 km  Northeast of Extreme Northern Luzon  (27.1 °N, 133.2 °E)[OUTSIDE PAR] with maximum sustained winds of 160 km/h near the center and gustiness of up to  195 km/h. It is moving West Northwest at  20 km/h.

LOCATION OF THE CENTER (3AM TODAY): 2,595  KM EAST OF EXTREME NORTHERN LUZON  (19.2 °N, 146.2 °E)[OUTSIDE PAR
MAXIMUM SUSTAINED WINDS:   105  KM/H NEAR THE CENTER
GUSTINESS: UP TO 130 KM/H
MOVEMENT: NORTHWEST  AT 20 KM/H
